RTD-PD’s Horn graduates from esteemed Public Safety Police Staff and Command program

RTD’s Co-Acting Chief of Police Dr. Glynell Horn Jr. made another achievement in his law enforcement career: graduating from the Northwestern University Center for Public Safety’s Police Staff and Command program.

“Northwestern School of Police Staff and Command is an intensive leadership and management education program,” Horn said. “Given the growth of Transit Police, successfully completing the program provides me with additional tools for bettering the department and the various communities we serve.”

The 22-week virtual program is comprised of upper-level college instruction covering topics including leadership, human resources, employee relations, organizational behavior, applied statistics, planning and policy development, budgeting and resource allocation.

“Often, law enforcement leaders state that they need additional resources without being able to articulate the reason or properly support the request with data,” Horn said. “The resource allocation formulas, combined with best practices, clearly separate needs from wants and the path that best benefits the agency.”

Horn found the program immensely valuable and recommends that new and experienced leaders enroll in the program.

“As lifelong learners, each day presents a new opportunity to learn and sharpen our skills,” he said. “Although the program is great, it is ultimately the responsibility of attendees to take certain aspects back to their agency to improve and make their organization successful.”
