RTD proposes and implements changes to bus and rail services three times a year. These service changes aim to increase reliability, improve on-time performance, adjust to evolving travel needs, account for seasonal changes, and accommodate scheduled maintenance projects. RTD bases its decisions on traffic patterns, ridership trends, economic factors, operational resources, and customer feedback.

Customer feedback is a top priority for RTD. The agency conducts extensive outreach and community engagement to ensure all customer, stakeholder, and community input on proposed changes is carefully considered.
